Description:   The property is currently improved with an existing 834 square foot bank with six drive thru lanes.  The applicant proposes to expand the existing building over the existing drive thrus to create a 2,238 square foot building with one drive through.  Site access will be provided from Pharr Road and Grandview Avenue and one of the existing curb cuts on Pharr Road will be closed.  Vehicular circulation around the property will remain unchanged, however, the elimination of five of the drive thrus, the closing of one of the curb cuts and relocation of parking to the side of the lot enables an increase in greenspace on the property.

Recommendations Regarding Variations:

  • The applicant indicated they will be requesting a variation to allow for the inclusion of 16 parking spaces instead of the existing 5. The committee expressed significant concerns with this request particularly given the recent passage of the Peachtree Parking Overlay District requirements and suggested the applicant reevaluate the parking strategy and explore shared parking arrangements with neighboring properties and develop a rationale to support allowing parking beyond code requirements.
  • The committee noted concerns with the internal circulation of the site including the tight turning radius off Pharr Road and the confusion of one and two-way operations and suggested the applicant reevaluate the circulation strategy.
  • The committee recommended the applicant meet with Public Works for comments on circulation strategy prior to returning to the DRC for final consideration.
  • The committee commends the applicant on the proposed elimination of a curb cut on Pharr Road which will enhance the pedestrian experience and safety along the roadway.
  • The committee commends the applicant on eliminating the number of drive through lanes.

The Development Committee does expect to see this applicant again prior to the issuance of an SAP.
