Description: Applicant requested to redo front and rear elevations, combining two buildings and five storefronts into a single unit with exterior changes. The proposed work will take the front façade down to the steel structure and rebuild to a uniform glass wall with frameless entry points, along Roswell Road for its occupant, Construction Resources. For the rear façade, only minor changes in paint and signage are proposed. No structural changes are proposed, nor will the size or use of the building change. The applicant showed historical photographs showing the changes in look to the store fronts since the 1940s.

The Committee expressed concern about the look of the rear portion of the project along Early Street, noting that the parking lot abuts the street with no sidewalk or screening. SPI-9 does require screening for parking that abuts the street; however as this project does not propose any changes to the parking lot, nor usage or size changes to the structure itself, there is no requirement to screen the parking lot for this application. The Committee did request that the applicant consider some screening options along Early Street and the applicant noted he will communicate this request to the client. The Committee did acknowledge the existing parking lot behind the building was tight, which could limit options.

Additional Recommendations:

The Development Review Committee recommended (but did not require) the applicant to investigate some screening options to the parking lot frontage along Early Street.

The Development Committee does not expect to see this applicant again as no significant changes need to be made to the proposed plans that necessitate additional variations, and the City staff and/or Neighborhood Association
