Description:

The proposed development seeks to improve the exterior façade of the building for the purpose of a new restaurant. The project includes the exterior façade improvements, the replacement and the improvements to the existing stair, replacement of rotting windows, removal of a steel fence, painting the building, incorporating new business identification signage and the addition of a new 608sf exterior dining space. With the addition of an exterior dining space, the applicant also seeks to reduce the number of parking spaces on the property.

Recommendations:

The committee made the following observations/recommendations:

Section 16-18I.017.6a.ii – movable planters/fencing

The applicant has proposed a permanent concrete wall surrounding the outdoor dining area which is not consistent with the code which allows only for movable barriers.

Recommendation:  The committee recommends the applicant comply with the code requirements.  Additionally, the committee recommends reconfiguration of openings in the dining area to eliminate the opening directly across from the parking spaces for safety.

Section 16-18I.023.4 – Designated pedestrian pathway.  The current plan does not identify a pedestrian pathway across the surface parking lot from the sidewalk to the building entrance.

Recommendation:  The committee recommends the applicant incorporate a designated (painted striping) pedestrian pathway between the building entrance and the sidewalk along Pharr Road to comply with the code requirement.

Section 16-18I.023.4 – Screening between parking and the street. The current surface lot is not screened from the adjacent street.

Recommendation:  The committee recommends the applicant explore opportunities to screen the surface parking from the adjacent Pharr Road.

Section 16-18I.025:  Bicycle Parking Requirements

Recommendation:  The recommends the applicant incorporate bicycle parking required to comply with the code requirements.

Other Recommendations:

Existing monument signage – although not within the scope of review, the committee noted the newness of the sign and could not locate online sign permitting information for the location.

 

  The Development Committee does not expect to see this applicant again unless significant changes are made to the proposed plans that necessitate additional variations or the City staff requests additional input from the DRC.
