Recommendations Regarding Variations:
Section 16-18I.020.a and b – Drivethrough service – The applicant is proposing the addition of a second ordering point and separated traffic lane to facilitate the flow of traffic through its drive through window.
Recommendation: The committee believes facilitating the use of drive through service is not consistent with the intent of the zoning district which was designed to promote the development of a walkable, highly pedestrianized area and therefore, recommends the City deny the applicant’s request to add the second land and point of service.
Section 16-18I.023.4 – Screening of off street parking
Recommendation: The committee recommends the applicant modify their proposed plans to incorporate a landscape buffer between 30 and 42 inches in height to screen the visibility of the cars parked in the surface lot and mitigate the need for a variation to this code requirement on both Peachtree and Peachtree Avenue frontages.
Section 16018I.017 – Pedestrian Accessibility from the street
Recommendation: The committee recommends the applicant make every effort to emphasize the pedestrian circulation from Peachtree across the parking lot to the entrance of the store to ensure visibility and safety of pedestrians accessing the building. The committee suggests aggressive treatment including a raised pedestrian walkway and signage to alert drivers.
Section 16-18I.025 – Minimum Bicycle Parking Requirements
Recommendation: The committee recommends the applicant incorporate bicycle parking to satisfy the requirements of the code.
Additional Recommendations
The committee recommends the applicant modify the curb cut on Peachtree Avenue to restrict exiting traffic to a right turn movement only to discourage cut-through traffic in the adjacent neighborhood. The incoming traffic movement should remain unchanged.
The committee recommends the applicant coordinate with Darion Dunn at the Buckhead CID 404-842-2693 regarding the Peachtree Road redesign effort and make every effort to provide frontage to allow for widening of the sidewalk along Peachtree Road and secondarily the inclusion of a landscape strip to provide the screening required in section .023 referenced above.
The committee recommends the applicant incorporate two additional trees along the Peachtree Avenue street frontage.
The committee recommends the applicant replace the existing non-confirming pylon sign and replace it with a monument sign consistent with district requirements and commensurate with the aesthetic quality and look of the building materials being used to update the building.
The committee noted the presence of the mural on the side of the existing building and recommends the applicant do something to preserve and/or commemorate it.
The Development Committee does not expect to see this applicant again unless significant changes are made to the proposed plans that necessitate additional variations or the City staff requests additional input from the DRC.
