Description: Expand valet service that currently exists within three on-street parking spots to include 2 additional spaces in an effort to facilitate valet operation, minimize interference with traffic and enhance safety for residents. The three on-street parking spots used for the valet services are rented by The Charles from the City of Atlanta and the additional two spaces would be as well. The project proposal also includes the removal of one existing public on-street parking spot.

Recommendations Regarding Variations:

Sec. 16-18I.015:  STREETSCAPE requirements table; Supplemental zone width.

Recommendation:  The committee recognizes the concerns around safety and the visibility of valet patrons at this particular curve along East Paces Ferry Road at Peachtree Street due to the narrow width of the valet zone and recommends approval for the subject variation. The subject variation would reduce the width of the supplemental zone from the required 5’ to 2’ for the expansion of the valet zone as to better accommodate valet patrons. The committee further recommends that the property manager stipulate in future commercial tenant leases that street furniture in this segment is prohibited due to this variation request.

Sec. 16-18I.015:  STREETSCAPE requirements table; Street tree planting standards.

 Recommendation:  The committee recommends approval for the subject variation. The subject variation would increase the distance between trees from the required 30’ to 40’ due to the angle of the parking and desire to not relocate the existing trees to ensure their survival. This request is only applicable to two street trees and the committee further recommends that this applicability is called out on future site plans.

Additional Recommendations

The committee recommends the applicant coordinate with the neighboring property owner, Mitchell Gold, regarding the reduction of public on-street parking that will occur so that the valet zone is expanded. The committee further recommends that the applicant offer parking vouchers for patrons of the businesses in the beforementioned neighboring property (in replacement of the reduction in public on-street parking).

The committee recommends the applicant explore alternatives to pavers that will be used to delineate the valet zone. Stamped concrete and other alternatives may offer clearer distinctions between the valet zone and vehicular and pedestrian zones. Alternatives to pavers may also be less burdensome in terms of future maintenance.

The committee recommends that the western-most light pole in the project be placed in the “ornamental” landscape area as to provide a less cluttered walk zone for pedestrians considering the variation request to reduce the width of the supplemental zone.

The Development Committee does not expect to see this applicant again unless significant changes are made to the proposed plans that necessitate additional variations or the City staff requests additional input from the DRC.
