Project Description: Modification of existing building to add second story, exterior elevator and potentially a rooftop space. Development to include two retail tenants on second floor, restaurant on ground floor, lounge and kitchen in basement.
Second Visit – plans modified to eliminate use of rooftop completely. Lounge in basement revised to casual restaurant. Parking lot revisions made to include impervious surface in lower portion to reduce land disturbance to less than 5K sf to avoid need for detention. Tenant to provide beer and wine only – no liquor.
Third Visit – plans modified to reflect site changes.

The committee recommends the applicant modify the site circulation to a one-way flow entering from the southernmost curb cut and exiting onto Piedmont Road via the northernmost curb cut with right only movement onto Piedmont Road.
The committee recommends the applicant eliminate the parking space adjacent to the steps between the two levels of the site to facilitate pedestrian accessibility across the site to the restaurant entrances on both the front and back of the site.
The committee recommends the applicant eliminate the parking space adjacent to the southern curb cut fronting Piedmont Road to eliminate a conflict between a patron backing out of the parking space and those turning in from Piedmont Road southbound.
The committee recommends the applicant incorporate striped pedestrian walkways along the side of the building connecting from the front to the rear of the building as well as to the existing stair between the two levels of the site to facilitate safe pedestrian access to the businesses from the parking.
The applicant indicated the accessible parking spaces will be located at the rear of the site adjacent to the entrance to the basement level tenant entrance. The committee recommends the applicant label these accessible parking spaces on the plans.
The Development Committee does not expect to see this applicant again unless significant changes are made to the proposed plans that necessitate additional variations or the City staff requests additional input from the DRC.
