Project Scope:  New tenant build out daycare with outdoor playground

Description: 12,488 sf tenant buildout plus 5,912 sf outdoor playground area.  Estimated 200 students and 24 staff.

Recommendations Regarding Variations:

Section 16-18L.016 Parking for childcare facilities requires 1 per 600 sf of development and provision of convenient facilities for loading and unloading children.

      Recommendation:  The committee recommends the applicant satisfy the code requirements regarding parking by designating parking spaces and striping crosswalks within the parking structure.  The applicant notes the center has a “no drop off” policy.

Section 16-18L.012(4)(a)(b)(c)- Fence requirements maximum height of 8 feet, not located between building and street and not visible from street.

      Recommendation:  The committee understands that childcare requirements require the fence in the prescribed location, height and design and recommends approval of the variations necessary to meet those requirements.

 Section 16-18L.009 Table 5 – Streetscape requirements.

 Recommendation:  Lenox Road is a Primary Street which requires 5’ amenity zone, 10’ supplemental zone and 30’ spacing for street trees.  The committee has been notified the existing trees fronting Lenox road will have to be removed to satisfy playground safety requirements.  The committee notes the removal of these trees will be detrimental to the street environment and recommends the applicant satisfy to the extent possible the streetscape requirements and incorporate trees along the street where they do not interfere with playground safety.  Such installation could include planting in the sloped area between the sidewalk and building or other creative placement.

 Recommended Changes:

Fence material – Due to the visibility of the fence component, the committee recommends the applicant consider incorporating a fence style that is aesthetically pleasing and within the childcare center design requirements.

The Development Committee does not expect to see this applicant again unless significant changes are made to the proposed plans that necessitate additional variations or the City staff requests additional input from the DRC.
